Work has begun on an $84.2 million project to reconstruct a 5-mile stretch of the state Thruway in Onondaga County over the next year.

The project will rebuild the Thruway in both directions between Exit 37 in Liverpool and Exit 39 in Warners, Gov. Kathy Hochula plans to announce today.

Construction will be phased in as workers reconstruct the highway, rebuild exit ramps, replace one bridge and rehabilitate two other bridges, according to the Thruway Authority.

The work will include the installation of a “living snow fence” designed to keep Thruway drivers out of danger from blowing snow.

Rows and clumps of willows, lilacs and evergreens will be planted parallel to the highway in areas prone to blowing and snowing, a Thruway Authority spokesman said. When planted densely, the foliage catches and disperses some of the blowing snow.

Officials said the 35,000 vehicles that travel the affected section of the Thruway each day will be diverted through construction at each stage of the project.

During the first phase, all traffic will be diverted to the westbound lanes as construction takes place in the eastbound lanes.

Construction crews will replace the CSX railroad bridge over the Thruway and rehabilitate bridges that carry traffic over the Onondaga Lake outlet and Onondaga Lake Park at Willow Bay.

Thruway officials said all traffic will be rerouted back to its original configuration in the fall and will remain in place through the winter.

The final phase of the project is expected to begin in spring 2023. This phase will rebuild the westbound lanes of the Thruway from Exit 37 to Exit 39. The work will also be completed in the western direction of the three bridges.

Located off I-90 in the Mohawk Valley, the Indian Palace service area that opened Friday includes a new food market, Applegreen, Starbucks, Popeyes and Taste of NY food and beverage products.

While Indian Palace is a good indicator of what to expect in western New York when its Clarence and Pembroke retreats cease operations, there is a stark difference. Instead of shiny new signage, both locations have just steel beams and a partial roof, with new dining options scheduled to open in the spring of 2023.

Back in April, Auburn Pub reported that completion dates for Indian Palace and two other service areas had been “quietly updated” on the Thruway Authority’s website from March 2022 to Q3 2022. All three stops *were* scheduled to reopen before Pembroke and Clarence, although the track authority has not said how the aforementioned delays have affected their overall schedule.

Pembroke and Clarence were originally listed for completion in August 2022. Their website now lists Q1 2023.

“You know we’re going to respectfully monitor this,” said Assemblywoman Amy Polin (D) of Westchester.

Paulins is chairman of the State Assembly’s Committee on Corporations, Institutions and Commissions, which oversees projects such as the redesign of the transit service area. She told 2 On Your Side on Tuesday that she had heard supply chain issues were to blame for the delay, but said her committee had not received any complaints or letters about construction timelines.

“I know both the Assembly and the Senate would have stepped in [if there had been complaints], but there really haven’t been any,” Paulin said.

India Palace is one of 27 service areas being redeveloped in two phases. Twenty-three are being rebuilt, and four are being substantially renovated and improved, according to the thoroughfare authority. Round 1 began on July 29, 2021 and is ongoing, with 16 service areas closed for construction, including Pembroke and Clarence. Phase 2 is scheduled to begin in spring 2023 and will address the remaining 11 stops, including one in Angola.

The project is managed by Empire State Thruway Partners, an entity owned by Applegreen Limited based out of the UK.

While Assemblyman Pauline says he hasn’t received any complaints, state Sen. George Borrello (R) says his office has been just the opposite.

“If you don’t hear complaints, you’re not paying attention, I’ve heard countless complaints from people,” Borrello told 2 On Your Side during a Zoom interview Tuesday afternoon.

Borrello claims Empire State Thruway Partners lacked transparency in managing the project and wants them to clarify whether Phase 2 will begin if delays in Phase 1 continue. He worries the construction of a new Angola service area that will serve both directions of traffic could leave travelers without a stop on the interstate from the Pennsylvania border to Rochester.

Assemblywoman Pauline added that if the 2 On Your Side reports raise new concerns, her office and the Committee on Corporations, Institutions and Commissions would welcome attention. For now, though, she said.

“I think we’ve done our due diligence by monitoring it, listening and realizing what some of the issues are, and again continuing to do that until it’s done.”

The New York State Thruway Authority says $450 million in construction will begin this month to renovate 27 service areas along the New York State Thruway. The service areas were originally built in the 1950s, the last major reconstruction took place in the 1990s. On July 29, ten service areas will be closed to begin work on the first phase of the project. Fuel services will be available at all locations during construction.

After a competitive bidding process, Empire State Thruway Partners was awarded the contract and will rebuild 23 of the service area’s 27 restaurant buildings and make significant renovations and improvements to the other four. The contract with Empire State Thruway Partners includes a 33-year term with two construction phases. The project is funded through a public-private partnership and does not use toll dollars or state tax dollars.

“With the launch this month of this long-awaited project to rehabilitate the Thruway’s 27 service area, customers can expect a new travel experience,” said Thruway Authority Executive Director Matthew J. The Thruway Authority announced the new food concepts that will be available to customers as part of the redevelopment project. Customers will have a variety of dining options in all 27 service areas, offering healthy products and dishes from nationally recognized restaurants.

The Thruway Authority has launched a new website dedicated to the project and its development. Patrons can view the project map, renderings and learn more about the planned amenities and services. In 2018, a customer survey was distributed to collect information from customers and gain new insights into consumer preferences, best practices and relevant business models.
